Executive Officers

Cory R. Hall, President & Chief Executive Officer,

  • Fall of 2016 , Mr. Hall became President and Chief Executive Officer at Aqua Terra Water Management, L.P.
  • Retained by Trinity after the Sale as Executive Vice President and General Manager of Trinity Environmental SWD, LLC from June 2013 to June 2014.
  • He was Founder of CJ Energy, LLC and served as its Chief Executive Officer/Managing Member since inception in 2004 until the sale to Trinity June 2013. He developed and managed significant volumes of produced and flowback water flowing through 15 strategically located build-to-suit wells in the Permian Basin working with many different E&P Companies (50%+/- of volumes were through pipelines).
  • Mr. Hall started focusing on pipeline infrastructures in 2009 to help reduce the operators cost building and operating internal pipeline facilities for Concho, Devon, Apache and SM Energy along with adding water management pipelines to all of his other existing facilities.
  • He focused not only on operations but the safety and environmental aspect of the disposal business being one of the first operators to use extensive automation and lined containment facilities throughout the Permian Basin.
  • He also acquired and managed a fleet of 85 trucks including high pressure pump trucks and hot oilers.
  • From 2001 to 2005, he was a Co-founder and Partner of AmericaWest Energy Group, LLC.
  • Cory began his career in the Permian Basin in September 1999 working for Packard Energy Group as an acquisition manager.
  • Mr. Hall served as a Director of CJ Energy, LLC since 2005. He also served as a Director of CJES (CJ Energy Services).

Stephon Mouton, Vice President of Engineering,

Stephan Mouton -Stephan has 20+ years of industry experience. Stephan started his career in Lafayette, Louisiana with Baker Hughes as a Field Engineer working deep water and shelf Gulf of Mexico and advanced through the engineering ranks. After his time with Baker Hughes, he relocated to Midland, Texas and worked for BTA Oil Producers as a Production Engineer. In 2007, he left BTA to join BOPCO LP as a Petroleum Engineer for the New Mexico Asset Team. Here he worked the beginning of the horizontal BoneSpring, Avalon and Lower Brushy Canyon horizontals as well as the deep Morrow and Atoka gas formations. Stephan joined Reliance Energy as the Sr. Operations Engineer after his time at BOPCO LP. At Reliance, Stephan engineered all vertical and horizontal well designs to keep current with a 6-rig drilling program over the course of a 4-year period. In 2013, Stephan joined Terrace Petroleum in Midland, Texas as the Engineering and Operations Manager. There, he was instrumental in the development of a new company, PT Petroleum. At PT Petroleum, Stephan managed all horizontal drilling, completions, and daily operations for 2 separate developmental projects in the Midland Basin. Stephan has extensive experience in the Bakken, Wolfcamp, Morrow, Atoka, Spraberry, and Clearfork. Stephan has a Bachelor of Science degree in Petroleum Engineering from Louisiana State University. He is a member of SPE and AADE.


Jimmy Russel – Vice President of Operations,

Jimmy joined Aqua Terra in January 2020.  Prior to joining Aqua Terra, Mr. Russell held various executive roles, including Vice President of Operations, Vice President of Corporate Development, and Chief Operating Officer.  Mr. Russell has over 17 years of experience in the Oil & Gas industry.  He has led operations, construction, and commercialization of large scale water gathering and disposal systems in the Permian, Eagle Ford, Haynesville, Marcellus, and Anadarko Basins.  Mr. Russell was also part of the first publicly traded water midstream company via the successful acquisition of Charis Partners.


Tom Johnston President of Canadian Operations,

Tom Johnston has served as President of Aqua Terra’s Canadian subsidiary since November 2013. Previously he served as President with Four Winds Energy Services Ltd. (the predecessor to Aqua Terra) since 2010. Tom was one of the founders of Four Winds in 2001, where he was involved in day-to-day operations, permitting, facility construction, well workovers, and business development while growing that startup merchant water disposal company. His prior experience includes regional management and mergers & acquisitions for an oilfield waste management competitor, as wells as engineering and management positions with several Canadian oil and gas producers. Mr. Johnston is a professional engineer and holds an MBA from the University of Western Ontario.



John A. “Drew” Loomis is General Counsel for Aqua Terra Water Management and its U.S. and Canadian affiliates. Prior to Aqua Terra, Mr. Loomis served as a Staff Attorney for oil and gas firm, QuarterNorth Energy, and its Mexican affiliated entities. Mr. Loomis’ roles prior include serving as in-house counsel and contracts manager for exploration and production company, Fieldwood Energy, including its Mexican affiliates . Mr. Loomis has nearly a decade of domestic and international oil and gas legal experience through transactional, regulatory, and litigation matters. He holds a Bachelor of Arts degree from Louisiana State University and a Doctor of Jurisprudence degree from the Mississippi College School of Law. Mr. Loomis is a member of the State Bar of Texas, licensed to practice in all Texas State Courts, and is an active member of The Oil, Gas and Energy Resources Law Section of the State Bar of Texas.
